NOTICE OF RATE INCREASE

 At a public hearing held on November 12, 2025, the Granby Sanitation District Board of Directors reviewed a Rate & Revenue Sufficiency Study prepared by PFM Financial Advisors, LLC. The public hearing notice for the proposed fee schedule increase was posted on the District’s website in accordance with C.R.S. §32-1-1001(2)(a)(III). Based on the recommendations contained within the study, the Board approved a rate increase to both the Quarterly Sewer Service Fees & Plant Investment Fees.

Effective January 1, 2026, the quarterly Sewer Service Fees will increase from $111.00 per Single-Family Equivalent (SFE) to $123.00 per SFE. The Plant Investment Fee (PIF) assessed on new or expanded service connections will increase from $9,690.00 per SFE to $10,750.00 per SFE.

The District’s last rate adjustment occurred on January 1, 2021. Over the past five years, operational expenses have risen significantly due to widespread inflationary pressures, increased regulatory and reporting mandates from the Colorado Department of Public Health and Environment, increased operational costs associated with the District’s new solids handling facility, and continuing plant maintenance expenses. These cost drivers, combined capital infrastructure improvements and plant expansion, have placed continued pressure on the District’s budget. Inflation from 2021 to 2026 has averaged between 20–25%, the Board’s action results in a modest 11% increase over that same period.

The Board will continue taking a measured approach to rate setting while ensuring essential services, plant maintenance, and system planning remain fully supported. Based on this improved financial planning framework, the Board of Directors will now re-evaluate rates yearly, rather than relying on the previous five-year review cycle. More frequent evaluations will allow the District to make smaller, more predictable rate adjustments as needed, helping avoid larger increases.

The Board remains committed to prudent financial management and to ensuring reliable, environmentally responsible wastewater service for Granby.
